Haiti – Education : Review of the first 5 months of the new Director of the FNE

In an institutional context marked by profound structural disruptions, impaired governance, and poor financial accountability, Ms. Sterline Civil, the new Director General of the National Education Fund (FNE), has undertaken a methodical administrative, accounting, and strategic recovery effort, with the motto : “Restoring trust, establishing rigor, promoting education for all.” She has also taken stock of the actions undertaken under her leadership since taking office on February 18, 2025.
This report clearly outlines all the reforms undertaken : reorganization of internal services, strengthening of staff capacity, budget consolidation, redefinition of eligibility criteria, and refocusing of interventions around the priorities of the national education policy.
It also highlights projects with a strong social impact : support for families affected by insecurity, support for public schools, inclusion of children with disabilities, promotion of preschool, school health, and international excellence scholarships.
